What is in place. No text renders below 14 pixels at the default size, and every text colour is checked against its background in all five themes before each release — 4.5:1 or better for body text, 3:1 or better for large text. Severity never depends on colour alone: each tier also carries its own shape (triangle, circle, square, diamond). The whole page works from the keyboard — a skip link, / for the filter, 1–4 for the tiers, 0 for the world view, j and k to walk the alerts, m to jump to the map, t for the time list, e for export, Esc to close — and focus moves into the details panel when it opens and returns to the row when it closes. Animation stops for readers whose system asks for reduced motion, and a system request for more contrast switches the page to the High Contrast palette. Text can be enlarged from the rail without breaking the layout.
What is not in place yet. The map is a visual aid: its markers are not keyboard targets, so every alert on it is also a row in the lists, which are. The page has not yet been tested with screen readers by external auditors, and no formal conformance statement has been issued — that comes with the audit, not before it.
Anything that reads badly for you is a fault worth reporting — use “Report a problem” in the footer.

This page shows what these public feeds publish, no more. Six are read by the browser you are using; the nine marked with the ingest server need a machine that can call sources a browser cannot. Where a row says “not seen yet”, an event of that kind can be happening and simply not appear here.

Why the name is orange. A road-works cone is the one object every driver reads without thinking: danger ahead, change what you are doing. So the word warn carries the cone’s colour — safety orange #D9480F, the same in every theme, held one step deeper than the orange alert tier so the name can never be read as an alert level.
Severity tiers come from the issuing agency where it publishes one; otherwise from a fixed, published rule. The full table is in docs/spec/severity-mapping.md.
- Earthquakes (USGS) — PAGER alert level red / orange / yellow / green when USGS publishes it. Without PAGER: magnitude ≥ 7.0 → orange, ≥ 6.0 → yellow, otherwise green.
- US weather alerts (NWS) — all active alerts are fetched; CAP severity Extreme → red, Severe → orange; Moderate, Minor and Unknown are left out of this page. Alerts issued for zones rather than a polygon are placed at the centre of their state or marine area, and say so in their details.
- GDACS — the official alert level is used as published: Green → green, Orange → orange, Red → red. GDACS levels are impact-based (hazard strength × people exposed), which is why a strong cyclone far from land can be green. The same event reported twice is shown once: a GDACS earthquake within 100 km and 45 minutes of a USGS one folds into the USGS row (the higher tier wins); a GDACS cyclone folds the NASA storm of the same name; a GDACS flood, fire, volcano or drought folds a NASA event of the same kind within 150 km. Folded events stay in the Ongoing list.
- Shaking, not only magnitude (USGS) — where USGS publishes it, each earthquake row carries the Modified Mercalli intensity: MMI V moderate, MMI VII very strong, MMI IX violent. Magnitude describes the earthquake; intensity describes what it did where people are, which is what decides who is affected. The panel separates the USGS estimate of the strongest shaking from what people on the ground reported, gives the number of reports, and shows the USGS significance score out of 1000.
- Tsunami flag (USGS) — when USGS flags an earthquake for tsunami evaluation, a separate orange row appears, linked to tsunami.gov; it is a signal to check, not an official warning. The centres’ own messages are read separately, below.
- NASA EONET open events — no severity is published. Storms with a position in the last 3 days → orange (older → yellow); wildfires ≥ 1,000 acres → yellow (smaller or unsized → green); volcanoes, floods, landslides, earthquakes with a position in the last 7 days → yellow (older → green); everything else → green. Window: events active in the last 30 days.
- Impact Index (GlobeWarn) — our own number, and the only one on this page that is: the agency’s band, plus what the agency counted, plus how many sources agree. Mega 90+, red 70, orange 40, yellow 15. Never below the agency’s own band, and always shown with its arithmetic.
- Tsunami (PTWC / NTWC) — the centres’ own message type, not the CAP severity field: Warning → red, Advisory → orange, Watch → yellow. An information statement says no threat is expected and carries no tier, because that is not a severity.
- Space weather (NOAA SWPC) — NOAA scale level G/S/R 4–5 → red, 3 → orange, 2 → yellow, 1 → green.
With the ingest server: the details panel of an alert also carries what that server worked out — the issuing agency’s own wording, which sources carry the same event, what that agency expects, how many people are near it, and what has been published about it on ReliefWeb.
Etki Endeksi
Every band on a row — red, orange, yellow — is the issuing agency’s own word, and always has been. The Impact Index is different: it is GlobeWarn’s own number GlobeWarn’s own number, 0 to 100, and this is exactly how it is made.
It adds three things, all of them already published by an agency:
- The highest band an agency gave it, 0 to 100. This is the starting number, not an adjustment to one.
- The population that agency counted — USGS for people exposed to shaking, GDACS for people in the area it assessed. Ten thousand or more adds 3, a hundred thousand adds 6, a million adds 9, ten million adds 12. Where no agency counted, nothing is added and nothing is estimated.
- Independent sources carrying the same event: two agree adds 4, three or more adds 6. Agreement is corroboration, not magnitude, which is why the ceiling is low.
The sum is capped at 100, and the cap is shown in the working rather than applied silently. The arithmetic is printed beside every Index on this page and returned by the API, so it can be checked by hand and disagreed with a line at a time.
The Index never sits below the highest band an agency gave. It can raise a ranking; it cannot soften one. If an agency says red and nobody is nearby, the Index is still red — because the alternative is a number reading Moderate on the morning a town is destroyed, and no amount of transparency survives that.
An event no agency graded carries no Index at all. The absence is shown rather than filled: a number invented for something nobody graded would be the most dangerous figure on this page.
It is a ranking of what has been published, expressed as a number. It is not a forecast, not a probability, and not a statement about what will happen.
Refresh: USGS, PTWC/NTWC, NWS, SWPC, GDACS and EONET every 15 minutes; a feed that fails is retried after 1, 2, 4, 8 minutes. Each refresh is compared with the previous one: new rows and escalations flash once, and alerts that ended stay listed for an hour. Times are shown in UTC by default. Pressing the clock in the header or the clock button on the rail opens the list — your own device, UTC and 33 world cities west to east, with a filter field; typing reaches every time zone your browser knows. Pressing one of the eight city clocks in the margins sets that city in one press (again for UTC). The choice is written to your browser, so every later visit opens on the same clock. City times come from the system time-zone database, so summer time is applied automatically.
Countries: every mapped alert is placed in a country from its coordinates using the same outlines that draw the map (a point at sea is labelled with the nearest coast within about 250 km); the details panel says which. NASA items, which arrive with coordinates only, get their place text this way.
Shapes on the map: opening an alert draws whatever shape its own source published. NWS alerts carry the polygon they were issued for, and NASA events carry every position logged for them — a storm’s track, oldest to newest — so both are drawn straight from the data already fetched. GDACS links a separate geometry file per event (track, wind buffers, affected area); that one is fetched when the alert is opened and kept for the visit. Only what the source actually contains is drawn; if a file cannot be read, the panel says so and the marker still shows the published position.
Disaster icons: each type carries a drawn mark beside its two-letter code — a seismograph trace for earthquakes, a funnel for tornadoes, a cone-shaped plume for volcanoes, and so on. They are strokes, never filled areas, so they take the colour of the text around them, hold their weight at small sizes and print in black and white. The set is kept on its own in brand/icons/hazards.svg.
Ahead: the seven-day strip counts only alerts whose issuing agency published a start or an end time in the future — NWS alerts and GDACS cyclone windows today. Each day cell takes the colour of the worst alert touching it; pressing a day narrows the tiers to that day. Days are counted in the time zone chosen for the page. An alert with no published timing never appears there.
Countdowns and agreement: where an agency publishes an onset or an expiry — NWS alerts always do, GDACS cyclones give an active window — the row shows a live countdown (“ends in 42 min”, red under an hour; “starts in 3 h”). Where two agencies report the same event, the row is marked “2 agencies” and the details panel names them; nothing is duplicated in the list.
Sharing a view: the address bar always holds the whole view — region, chosen day, filter text, the open alert and the map frame — so copying the address (or the share button on the rail) hands a colleague exactly the screen you are looking at. Typing a country name in the filter also flies the map there.
Export: the export button on the rail copies the current view as plain text (counts, every alert with tier, type, place, time, source and link, the Ongoing list, feed health) or downloads the same as CSV — exactly what is on screen, in the region and time zone chosen.
While you are away: in a tab you are not looking at, the page stops drawing and stops fetching, then catches up the moment you come back — so it costs nothing to leave open all day. The lists and the map are only rebuilt when something has actually changed.
Region view: the tabs above the tiers narrow the alerts, the map and the Ongoing list to one continent; the counts follow; the planet line stays global. The choice is kept in your browser. Continents are assigned from coordinates; whole-planet items (space weather) and items without coordinates stay in the World view.
Themes: five fixed themes plus Auto, which follows daylight where the page’s clock is set — Light Blue Sky by day, Situation Room by night.
What red can mean today: GDACS red (an event expected to need international assistance, anywhere on Earth), USGS PAGER red, NWS Extreme (United States) or a NOAA space-weather scale of 4–5. The page never guesses a tier the source has not published. An empty tier keeps its card and count (“Red 0”) with nothing inside; the planet line states what is active.
Not yet on this page: population and economic exposure, the Impact Index, casualty counts, response tracking and the remaining sources. They arrive with the ingest server and are never estimated here.
